Marshal Holt was shot and killed by an intoxicated man he
had observed firing a gun in the city. The man shot the marshal three
times as the marshal attempted to arrest him.
The suspect was
taken into custody but died of tuberculosis before being brought to
trial.
Marshal Holt was survived by his wife and seven children.

Captain Bishop was shot and killed while writing a citation
during a traffic stop. Captain Bishop was a well known drug
interdiction officer in the state of Georgia who had set state records
on interstate drug seizures.
At approximately 11:00 am he had
stopped a vehicle on I-20, about 20 miles east of the Alabama state
line. He was issuing a citation when the suspect shot him in the head.
He was found by a passing motorist slumped over the wheel of his patrol
car and then flown to a local hospital where he was pronounced dead at
3:30 pm.
The suspect was captured near Toronto, Ontario, Canada,
in early February 1999.
Captain Bishop had served with several
law enforcement agencies for a total of 12 years. He is survived by his
wife and two young children.
Steve Osborne
A police officer and a soldier, a veteran of the war in
Afghanistan who went to Iraq to work as a private contractor with
DynCorp to protect personnel for the U.S. Embassy in Baghdad. In October
of 2004, he was killed by a suicide bomber (along with six others) in
the Green Zone while working for Dynacorp.
Steve began working for the Villa Rica Police Department in
2001. He was a part of the Interstate Crime Enforcement team and a
valued member of the department. He was married and had two daughters.
He lived in Kennesaw and was a 1982 graduate of North Cobb High School.
Debbie Whitaker
Debbie began working for the City of Villa Rica in 2002 as a
Receptionist on night shift. She was a true asset to the police
department because of her dedication to the shift and its members that
she so dearly loved. Debbie was also an active member of The
Confederate Belles of The Forrest Escort Camp #1279, Sons of
Confederate Veterans. Debbie helped to restore Wicks Tavern and worked
extensively to keep the Tavern in its original state when it was moved
from off of Dallas Highway to its final resting place on West Wilson
Street. She often prepared meals for the retired troopers at the Tavern
even after she became sick. Debbie succumbed to Lung Cancer in
November of 2008. She will be greatly missed!
K-9 Oscar
Oscar was a 9 year old Dutch Sheppard who originally started
his career in North Carolina. Oscar was a dual purpose dog; this
meant that he did patrol work as well as find the odor of narcotics.
Oscar took 2nd place in suspect search in USPCA Trials in Hickory,
North Carolina in 2001. He graduated in the top of his class with the
Chatham County Sheriff’s Department during K9 and handler certification
for narcotics and patrol in 2006. Numerous drug cases and arrests were
made because of his strong narcotic odor sniffing ability. Cpl. Chris
Williams, who was Oscar’s handler, stated “He was an excellent partner
and an awesome K9 for demonstrations involving small children. He was a
gentle giant and is missed dearly every day.” Oscar passed away
suddenly in 2008.
