The City of Villa Rica, Georgia was incorporated in 1881 and revised April 25, 1975, which provides for a Council-Manager form of government. The population is approximately 15,000. Slightly more than half Villa Rica lies in Carroll County, Georgia and the remaining portion lies within Douglas County, Georgia. The 2019 fiscal year budget is $30 million.

The City of Villa Rica provides a full range of municipal services including police, municipal court, public works, parks and recreational facilities, community development, financial service and general administrative services. In addition, the City of Villa Rica operates enterprise water/sewer and sanitation/solid waste funds for approximately 6,000 customers.

Currently, for utility bills and some other fees collected at City Hall, the City does provide an online payment option through a third-party website or mobile app. The customers can pay with credit or debit cards, as well as eCheck. IVR is also a current option for utility payments.

Historically, payment options have been handled by each department separately, but the City is interested in bringing them under one vendor. This could include municipal court, recreation, library, museum, etc.

Additionally, the City is considering passing fees onto the customers.
