About Us
The Community Development Department coordinates and facilitates strategies for the land development and redevelopment of the City. The Department consists of divisions including: Building & Inspections, Code Compliance, Occupational Tax/Alcoholic Beverage Licensing, Planning & Zoning and Geographic Information Systems. The Director for the Community Development Department is Bobby Elliott and the Deputy for the Community Development Department is Chris Montesinos.

Responsibilities
The Community Development Department is responsible for the physical development of the City of Villa Rica; ensuring that development of the City occurs in a manner which is safe, attractive and efficient, as well as enhances the overall quality of life for our citizens. Our staff is here to serve the citizens of the City of Villa Rica and to assist you in a helpful and friendly manner.

Building Permits & Inspections
Our staff reviews, approves and issues all construction permits required by the City’s Code of Ordinances as well as inspects construction activities to protect the health, safety and welfare of the citizens of the City of Villa Rica. Inspections are done to ensure compliance with the State Mandated Construction Code as well as the City's Codes of Ordinances. The division also inspects existing tenant spaces prior to occupancy by new businesses.

Planning
& Zoning
The Planning & Zoning Division is responsible for reviewing applications and making recommendations for concept plans, rezoning, annexations, variances, site plans, subdivision plats and other development-related projects. This division is responsible for ensuring that developments meet the minimum zoning and development standards and generally are consistent with the goals of the Comprehensive Plan. The division also provides staff support to the Planning & Zoning Commission.

Geographic Information Systems
(GIS)
ESRI’s ArcView is used to compile all Geographic Information into a single mapping system. All parcel and land lot information is tracked, as well as yearly aerial photography of the City’s boundaries. Our staff works diligently to provide specialized mapping requests, assign all new addresses within the City Limits and create and maintain all of the City’s mapping needs.
