Training Officers


Sgt Kevin Carroll
Sgt. Kevin Carroll started working with the Villa Rica Police Department in 1999. He was hired as a patrol officer and was promoted to Sergeant in 2002 and has worked in various divisions of the police department. Sgt. Carroll has obtained several specialized certifications as a General Instructor and Firearms Instructor. He was in the United States Marine Corps from 1984-1992. He began his law enforcement career with the Carroll County Sheriff’s Department in 1992. Sgt. Carroll can be reached at 678-840-1319 or kcarroll@villarica.org.




Training Officers BaxtersThe Baxters began their employment with the department on September 30, 2013.  Since that time they have shown great devotion to developing programs and training to improve the department and the education of the officers.  Even though both are part time employees, their dedication to the mission of the department has exceeded our expectations.

Christina Baxter (who likes to be called Chris) began her career in 1982 and has worked with the Cobb County Juvenile Court, Powder Springs Police Department, and Cobb County Solicitor’s Office. In 1994 she transferred to the Cobb County Sheriff’s Office and was assigned to the North Georgia Law Enforcement Academy where she worked until her retirement in 2013. During this time Chris obtained specialized certifications as a Firearms Instructor, EVOC Instructor, Senior and Master Instructor as well as being certified as a Departmental Training Officer. Perry Baxter began his career in law enforcement in 1976 with the Cobb County Sheriff’s Office. His experience includes the jail, juvenile division, field operations, and the training division. Perry has instructor certifications in Firearms, Emergency Medical, EVOC, Munitions, Pepper Ball, and First Responder and Taser. Perry also is a certified as a Departmental Training Officer and is a Senior and Master Instructor. Perry retired from the Cobb County Sheriff’s Office in 2006 and became the Training Officer for Sandy Springs Police Department. He left Sandy Springs in September 2013 to join the Villa Rica Police Department.  Officer Perry Baxter can be reached at pbaxter@villarica.org.

The Training Division is responsible for the department’s state certification. firearms and defensive tactics which has been a great asset to the department. The training department works to improve our policy and procedures to insure that our department is providing the best service to the citizens. This division also works to educate our citizens by conducting classes such as the Ladies Self Defense Class, Youth Academy, and Citizen’s Police Academy.
